The frieze was created by Chester "Chet" R. Phillips, an architect and designer for Gordon B. Kaufmann (architect of the race track). The two flights of steps 2 the entrance are flanked by planting beds. A sign at the top of the steps reads "Cashiers" and 4 attendants stand on either side.
